Oh, 90s. Why is it so easy to make fun of you? The comics of the 1990s gave us a lot of “hard-edged” vigilante type characters. And a lot of them fancied either trench coats, or pouches, or both.

Also, the idea of Simon and Malefactor having these sideline marketing schemes appealed to me. Arguably, Simon is as villainous as Malefactor… those two are great to pair up.
